ABBE Level 3 Certificate in Fire Risk Assessment - This event has already finished

As part of the Government's commitment to reduce death, injury and damage caused by fire, CLG has reviewed the fire safety law and has made a number of changes through the Regulatory Reform (Fire Safety) Order of 2005 (RRO). The changes applied to non-domestic premises and came into force in October 2006 throughout England and Wales. The new fire legislation includes fire precautions and other fire safety duties which are needed to protect people in case of a fire in non-domestic premises.  The new fire law means that businesses themselves, must in future take responsibility for carrying out fire risk assessments on their premises.

This presents an opportunity for you to train and qualify as Fire Risk Assessor. ABBE (Awarding Body for the Built Environment)  has recently launched a new qualification, Level 3 Certificate in Fire Risk Assessment. BRE Training was the first ABBE approved centre to deliver this qualification. This Certificate is aimed at those who intend to carry out fire risk assessments as ‘competent persons' as required by the Regulatory Reform (Fire Safety) Order 2005 (RRO). This qualification has been designed to enable candidates to demonstrate their ability to undertake this work and is suitable for both in-house assessors and independent consultants.

The types of premises covered by the Regulatory Reform (Fire Safety) order of 2005 (RRO):

  • Shops and offices
  • Hotels and other sleeping accommodation
  • Residential care premises
  • Educational premises
  • Small and medium places of assembly
  • Large places of assembly
  • Theatres and cinemas
  • Outdoor events
  • Healthcare premises
  • Transport premises and facilities

At level 3 candidates will be undertaking fire risk assessments on non complex low-rise/medium rise buildings with a low to medium occupancy risk.

Straightforward building layouts up to 5 storeys in height accommodating lower risk single or multiple occupancies, routine but not excessive public access and for which appropriate actions plans can be largely developed using the guidance documents and codes, such as those published by CLG, cross-referenced to appropriate sections of B.S. 5588 and other British Standards referred to therein.  The use of compensatory measures to produce risk proportionate solutions will be understood and applied in more straightforward situations.

The occupants will:

  • be awake
  • other than visitors, be familiar with the premises AND fire safety measures

The premises:

  • will not routinely contain hazardous processes or storage risks, (although isolated instances may be encountered), nor
  • may have a significant number of occupants (under 60 staff and under 300 persons in public access buildings)

For example: office and industrial premises, small and medium sized shops, sports premises and arts centres

More complex buildings with greater number of occupants will be addressed by the Level 4 qualification which is in development by ABBE.


Programme :

The training will take place at our main Garston site in Watford to take full advantage of the extensive facilities available there. The course will run over five days and the content will include: 

Day 1:

  • Welcome and Introduction
  • Introduction to Fire Safety Legislation
  • Applicable codes of Practice and Regulation
  • Fire Dynamics, Smoke Movement and Occupant Behaviour
  • Principles of Fire Safety: Prescriptive versus Risk Based

Day 2:

  • Fire Safety Management & Prevention
  • Structural Response to Fire
  • Containment &Passive Fire Protection
  • Communication: Fire Alarms
  • Extinguishment, Fire Service Access & Suppression Systems
  • Escape & Evacuation

Day 3:

  • Professional and Ethical Conduct & Recognising limitations
  • Setting the context of a Fire Risk Assessment
  • Effective Communication with the Client
  • Selection and Review of Fire Risk Assessment Types
  • Investigative and Inspection Techniques
  • Provision of Fire Risk Assessment Guidance and Advice 

Day 4:

  • Fire Risk Assessment Methodology & Discussion
  • Practical Exercise 

Day 5:

  • Examination Revision
  • ABBE Examination
  • Feedback from Practical Exercise
  • Course Review

The course will be delivered by BRE Global experts in Fire Safety and Fire Risk Assessment, who are also currently responsible for advising Government on many Fire Safety issues including the RRO and Approved Document B.

The course includes printed handouts, a copy of the Regulatory Reform (Fire Safety) Order 2005 (RRO), lectures with key professionals together with question and answer sessions.  The use of standard guidance documents, such as CLG guide books, alternative guides, British Standards and Building Regulations - Approved Documents will be covered, as will insurance requirements.

Once training is complete you will move into a period of assessment where you will demonstrate the practical application of the skills you have learned and provide evidence of your ability to practise competently as a Fire Risk Assessor. You will show that you have the full range of skills and knowledge required by the National Occupational Standards by carrying out fire risk assessments and submitting these for formal assessment.
